TGIF, where's the sketcher?

A few commenters on last Friday's post liked the idea of my "where's the sketcher" little game. The idea is simple: guess where I did the sketch shown above.
But to keep the game a little more educational, let's step up the contest a notch. Besides stating the location, what else can you share about this building? Perhaps the architects who follow the blog know when it was built, or someone else may have a memory of when it was an empty lot. Or, what is it used for now? Share what you know. It'll go a long way in helping me learn more about our city.
