NCAA proposes rules changes

The NCAA rules committee has released proposals for some rules changes mostly designed to increase safety and the pace of play.

Here's the official NCAA release with the details.

Among the changes: all facemask penalties will be 15-yards, eliminating the five-year incidental rule; out-of-bounds kickoffs may be taken at the 40 instead of the 35; all fumbles may be reviewed; and the horse-collar tackle will be outlawed.

As the release notes, none of these are official yet until reviewed by the general membership and the
Playing Rules Oversight Panel.
