This is a redacted page from the 2004 transition report prepared by outgoing Gov. Gary Locke. It has hung on the wall above my colleague Ralph Thomas' desk and I thought it might be a fitting tribute to what the American Society of Newspaper Editors calls Sunshine Week. It's an effort to draw attention to public records laws around the country.
