State of the Union: Stuck

Sorry about not posting a while, I've been down sick for the last few days but it's nice to be cartooning again.
I came across this quote while looking at the White House internet site. At first I thought that they had posted the text of tonight's State of the Union address before the speech. I even read the first paragraph I still wasn't clued in. Then I checked the date, 2002, and I was instantly stuck by this cartoon idea.
